  • Government approves interim arrangement for superv

    Following The termination of the contract of supervision consultant M/s SMEC International Pty. Ltd. in association with M/s SMEC(India) Pvt. Ltd. and M/s CMEC Consulting Engineers, Government approved the interim arrangement for supervision of works of 3 year-1 road packages (i.e P01,P02,P03) under OSRP so as to maintain continuity and expedite progress in accordance with the approved interim arrangement which has also been agreed by the World bank the following Executive engineers have been posted as dedicated Resident Engineers (RE's) to function as the Engineer for the respective packages as stipulated in construction contract. 1. Er. Degambar Biswal, RE for Package 01, 2. Er. Sashanka Sekhar Das, RE for Package 02, 3. Er. Monaranjan Misra, RE for Package 03 , Each RE is supported by experienced Asst Engineers and Juniour Engineers of Works department who have been posted under them and backed by the line experts like highway engineers,bridge engineers,quality monitor etc.,who are hired from the market. PMU(OSRP) while promptly operationalising this interim arrangement for work supervision has not only prevented time overun but also mentained the much needed continuity in expediting progress in the peak of construction season post monsoon.

  • Minister review the status of Jagatpur - Chandbali

    Hon’ble Minister, Energy reviewed the progress made in the preparatory activities of the proposed widening and improvement of Jagatpur-Chandbali road (SH-9 A & SH-9) under OSRP on 16.08.2010. It was attended by Hon’ble Minister, Higher Education, R.D.C(CD) Cuttack, Engineer-in-chief-cum-Secretary, Works Department, Chief Engineer (World Bank Projects), District Collector (Kendrapara), District Collector (Cuttack) and other officials. Key dates were fixed for Land acquisition, Enumeration of trees, Utility shifting and for calling the bids in ICB mode.

  • World Bank Mission visited Orissa.

    A World Bank team led by Mr. Rajesh Rohatgi, Senior Transport Specialist, Sustainable Development (South Asia), the World Bank, visited Orissa from 8th to 13th August 2010 for reviewing the progress of Orissa State Road Projects. The team consisted of Mr. Rajesh Rohatgi, Mr SriKumar Tadimalla, Mr. Swaminathan, Mr. Mohammad Hasan, Mrs. Neha Vyas, Mrs. Kumudini Choudhary, Mr. Yash Gupta and Mr. Krishan Srinivasan. The team conducted site visit of the three year-1 road corridors & reviewed the progress, constraints & advised the PMU, consultant & contractor for remedial action. The wrap up meeting was taken by EIC-cum-Secretary to Govt., Works Department on dt-11.08.2010.

  • Minister review status of Jagatpur-Chandbali Road

    Sri Atanu Sabyasachi, Hon'ble Minister of State for Energy,Orissa reviewed the status of land acquisition,shifting of utilities and other pre-bid activities for Jagatpur-Chandbali Road Corridor(OSRP Yr-2 road) on 20/04/2010.The meeting was attended by R.D.C Central Division,EIC-cum-Secretary,Works,CE(WBP),District Collectors and other officials along with Hon'ble MLA Auli and other public representatives.It was decided to expedite the land acquisition process and utility shifting within the keydates fixed.

  • World Bank Team visited Orissa.

    A World Bank team led by Mr. Rajesh Rohtagi Senior Transport Specialist,Sustaible Development(South Asia),the World Bank, visited Orissa from 05/04/2010 to 12/04/2010 for reviewing the progress of Orissa State Road Projects.The team consisted of Mr. Rajesh Rohatgi, Sri Kumar Tadimalla, Mr. Mohammad Hasan, Ms. Geetika Hora, Ms. Manvindar Mamak, Mr. Amrit Inder Singh,Mr. Ernst Hunning,Mrs. Neha Vyas,Mrs. Kumudni Choudhary & Mr. Abhas Panda.The team conducted site visit of the three year-1 road corridors & reviewed the progress,constraints & advised the PMU,consultant & contractor for remedial action.The team had a series of meetings with PMU led by CE,WBP on dfferent project components & observed the progress made in Land Acquisation & project management while advising PMU to focus on R&R & ISAP with atmost priority.The team also met the Principal Secretary Finance Department and EIC-cum-Secretary,Works Department .A wokshop on road site safety was held on 10/04/2010 .Mrs. Neha Vyas attended the workshop as resource person to resensitise the functionaries of contractors & consultant regarding construction site safety.

  • Workshop on Work Site Road Safety.

    A workshop on "Work Site Road Safety" was organised by PMU on 10/04/2010 at 9.30 AM in the Conference hall of O/o the EIC(Civil) Nirman Soudha,Orissa,Bhubaneswar.The objective of the workshop was to sensitize and orient the Supervision consultants, Contractors, Package Managers, NGO & PMU Staff on implementation of work site safety measures in the year-1 Road corridors of OSRP. Er. Nalini Kanta Pradhan,Chief Engineer,World Bank Projects inaugurated the workshop,followed by a Welcome address by Mr. M.R Mishra, Executive Engineer, PMU. The World Bank team led by Mr. Rajesh Rohtagi, all staffs of PMU, Package Managers from different (R&B) Divisions, Contractors,Consultant & NGOs were present at the workshop. Mrs. Neha Vyas,Environmental Specialist,World Bank acted as the key resource person in the workshop and resensitised the functionaries particularly of the Contractors and Supervision consultant regarding construction work site safety.The legal and contractual obligations of Consultant(SMEC),Contractors and PMU towards enforcement of safety measures were explained by Er. B.C.Tripathy ,Executive Engineer, PMU. Mr. S.K.Panigrahi from Transport Department ,Govt. of Orissa gave a detailed presentation on the different factors influencing road safety and provisions for geometric design for safety.

  • NGOs Workshop

    A two day orientation workshop was held from 08/03/2010 to 09/03/2010 in conference hall of EIC(Civil).The objective was to orient the NGO functionaries, PMU & package engineers,contractors & consultants on implementation of social safeguard instruments in year 1 roads of OSRP. Er. S.K Ray EIC-cum-Secy,Works Department inaugurated the workshop and advised the concerned functionaries to maintain the highest degree of integrity and transperency in implementation of Resettlement Action Plan as per the R&R entitlements. Mr. Mohd. Hasan Sr. Social Developement Specialist and Ms. Geetika Hora, Social Consultant, World Bank attended the workshop as resource person.Emphasis was given not to have complaints from any PAP(Project Affected Person) in the 3 Road corridors.

  • Engagement of NGOs in three road packages.

    Government has approved the proposal for engaging one Nodal NGO and three implementing NGOs in each of the three year-1 road packages for ensuring smooth implementation of the social safeguard instruments as per Resettlement Action Plan & in confirmity with project Appraisal Document and agreement with the world bank.The NGOs were selected as per the world bank procurement guidelines for selection of consultant (Quality and cost Based selection-Least cost method) through nation wide open competition.The NGOs will make the project affected people in year-1 road aware of the Rehabilitation and Resettlement entitlements HIV/AIDS and road safety with the engagement of NGOs it is expected that R&R activity in year-1 roads will be expedited paving the way for actual progress in three road packages.

  • Workshop on implementation of RTI CMM.

    A workshop on implementation of RTI Central Monitoring Mechanism in the office of the EIC (Civil) and development on a RTI Centric web application for OSRP was conducted on 1st february 2010 in the conference hall of O/o the EIC(Civil) Nirman Soudha,Orissa,Bhubaneswar.The objective of the workshop was to sensitize the officials of O/o the EIC(Civil) regarding the importance of the RTI Act & Implementation of RTI Central Monitoring Mechanism and related website of OSRP.The workshop was inaugurated & chaired by Er. Sukdev Meher,EIC(Civil),Nirman Soudha followed by a welcome speech delivered by Er. Nalini Kanta Pradhan,CE,WBP. Mr. Tanmay Mohanty, CEO, Luminous Infoways Pvt. Ltd, CSP TO STATE & NATIONAL PORTAL & consultant to OSRP delivered his presentation mainly emphasizing on RTI Central Monitoring Mechanism & template design modules of RTI Centric website for OSRP

  • E.I.C cum Secretary reviews the utility shifting.

    The Engineer-In-chief cum secretary works department has reviewed the progress & status of utility shifting in the OSRP roads on 28-02-2010.The utility shifting in the jagatpur-chandabali road corridor was reviewed criticaly as this process requires acceleration in order to float the tender for this package.It is to be mentioned that as per world bank stipulation at least 50 hinderance free land is required prior to the initiation of the procurement procedures as clarified in the recent visit to state by world bank team in Dec 2009.
