A World Bank team led by Mr. Rajesh Rohatgi, Senior Transport Specialist, Sustainable Development (South Asia), the World Bank, is scheduled to visit Orissa from 25th to 30th September 2011 for reviewing the progress of Orissa State Road Projects.
A team of NIT ,Rourkela led by Prof. Mahavir Panda has commenced the Third Party Quality Audit of OSRP road works beginning with Bhawanipatna- Khariar road Corridor (P01) from 27 Aug 2011.
EIC-Cum Secretary to Govt., Works Department reviewed the status of electrical utility shifting in the 3 year-1 road corridors of OSRP on 13.07.2011. The goals/target dates were fixed in consultation with Superintending Engineer, Electrical (R&B) Circle , Nirman Soudha, BBSR. Executive Engineer, GED & Executive Engineer -II,PMU to complete the said assignments in all the three year-1 road corridors by 15.08.2011 in order to obtain utility free corridors and desired work front for the contractor to expedite the road construction in all the three packages.
Hon’ble Minister, Revenue & Disaster Management, Sri Suryanarayan Patra reviewed the progress of Berhampur-Taptapani road (P03) on 08.06.2011 at the conference hall of RDC, SD at Berhampur. Sri L.N. Nayak, RDC, SD and Sri Nalini Kanta Pradhan, Chief Engineer (World Bank Project) attended the review meeting along with District Officials and Commissioner of B.M.C. Superintending Engineer, Electrical Circle(R & B), Resident Engineer (P03), Executive Engineer ,PHED, Berhampur, Executive Engineer – II, Deputy Commissioner( LA) and SLAO of OSRP (PMU) and other Officials with contractor’s authorized representative also attended this review meeting. Hon’ble Minister directed the contractor to expedite the progress and complete the opened stretches to make it traffic worthy in monsoon and ensure the maintenance of the road. Important decisions on land acquisition, Resettlement and Rehabilitation and utility shifting (Electrical, PH, RWSS) were taken which will streamline and expedite the process and complete these preparatory activities within the target of 30 September 2011
Chief (World Bank Projects) inspected the Year-2 road (Jagatpur - Chandbali Road) from Ch 0/00 km Jagatpur to Ch 69/700 Km on 23.05.2011 along with Executive Engineer , Kendrapara(R & B) division and Executive Engineer , Cuttack(R & B) division , EE –II (PMU) and Deputy Commissioner (LA) and other field Engineers. LA, R&R, Utility Shifting and Engineering design issues were discussed and prioritization made during the inspection.
A technical presentation on DTIMS (Deighton’s Total Infrastructure Management System) Software was made by Mr. Rob Piane and Mr. Gary Ruck, pavement Engineers of Deighton Associates Ltd. in the 2nd floor conference hall of Nirmana Soudha on dt. 17.05.2011. The Software is used in different countries for Asset Management particularly in the areas of roads and bridges. The presentation was facilitated by PMU, OSRP.
As per the decision of the State Level Empowered Commitee Meeting held 07-May-2011, NIT,Rourkela has been engaged by Goverment as the consultant for independent third party quality audit of year-1 roads (P0-1,P0-2,P0-3) under OSRP. NIT,Rourkela will conduct 2 sets of audit(visits) including lab tests and one set of compliance visit in each of the three road packages in one year period.
As per suggestion of World Bank, Sri G.K.Prasad, Executive Engineer and Sri R.C. Panda, Asst. Engineer of Asset Management Cell, PMU went on an exposure visit to Gujarat from dt. 09.05.2011 to dt. 14.05 2011 and held discussions with Mr.P.P.Vakharia, Chief Engineer and other Engineers of Gujarat R&B Department as well Engineers of M/s. Lea Associates South Asia Pvt. Ltd., the consultant regarding development and utility of Gujarat Road Management System.

The team visited P03 site on 07.05.2011, P02 site on 08.05.2011 and P01 on 09.05.2011. The team inspected the PPP road site (Sambalpur-Rourkela) from dt. 09.05.2011 to dt. 12.05.2011 and attended community commutation meeting at Sambalpur on 09.05.2011. The team had the wrap up taken by EIC-cum-Secretary on dt.12.05.2011. The team met Chief Secretary on dt.12.05.2011. The social and Environmental Specialist of the World Bank had a detailed review with NGO functions and Social development unit (PMU) on dt.12.05.2011 and dt.13.05.2011 on R&R , HIV, AIDS, Road Safety and Environmental issue.
Government has constituted Asset Management Cell, IT/ITC/MIS Cell and ISAP Cell vide Govt Order No 3400 on dt 23rd March 2011.
