ISAP Review committee discusses on Draft Road sector Policy and Main roads funding options
The ISAP Review committee was convened on 18.03.2014 to discus on i) Draft report on Road sector Policy and requirement of its implementations , ii) Preliminary report on study of Main roads funding options and possible road funds and iii) Working paper on short to medium term Organization Restructuring proposed by the RSID consultant of OSRP. EIC-cum-Secretary chaired the meeting. The committee expressed its concern on the present findings and assessment on Preliminary report on study of Main roads funding options and possible road funds, which they suggested, need for further discussions followed by resubmission. However the committee opined its acceptance on the present Draft report on Road sector Policy and requirement of its implementations and Working paper on short to medium term Organization Restructuring.

World Bank Social Development Specialist visits OSRP
Mr. Satya Mishra, Social Development Specialist, the World Bank visited the state from 14.03.2014 to 15.03.2014 to discuss on the status of various Social safeguard components of OSRP. Mr. Mishra reviewed the status of social safeguard component of the Project in social wings of PMU on 14.03.2014 and conducted a site visit to the Berhampur- Taptapani road corridor (P-03) on 15.03.2014.

Meeting on the proposal for establishment of Odisha Road Development Corporation (ORDC) conducted
A meeting under the RSID on the proposed establishment of Odisha Road Development Corporation (ORDC) was conducted under the Chairmanship of Engineer-in- Chief (Civil), Odisha on 13.03.2014 in the 2nd floor conference hall of Nirman Soudh, Bhubaneswar. M/s ICT Pvt ltd, The RSID consultant of OSRP delivered a presentation on Need for establishment of ORDC, its organization structure, responsibility, lessons learnt from other states RDCs ,option of transforming OB&CC ltd into proposed ORDC and possible way foreword mechanism for taking up proposed set up of ORDC.

Inter Departmental meeting held for Revised OPWD code, Manual and SBDs for Works, Goods and Services under RSID
An Inter Departmental meeting was held on 04.03.2014 under the Chairmanship of Engineer-In Chief (Civil), Odisha to discuss on the scope, requirement and suggestions for improvement on the proposed Revised OPWD code, Manual and SBDs for Works, Goods and Services, prepared by the RSID consultant of OSRP. Chief Engineers of various engineering departments of the state participated in the said meeting and shared their views and suggestions for development of the said revised OPWD code, Manual and SBDs.

Invitation of Comments on Draft SBD (Goods) and RFP(Selection of Consultant)
RSID consultant has submitted the draft Standard Request for Proposal for Selection of Consultants for fee more than 10 lakhs rupees and Standard Bidding Document for Procurement Goods for Rupees 10 Lakhs to 50 Crore, as a deliverable under Code and Manual assignment of their contract .Comments are invited from all stake holders to enrich the draft SBD and RFP as per Chief Engineer (DPI& Roads) Letter No-11792, dtd.01.03.2014.

Up gradation of Assistant Engineers to the Rank of Assistant Executive Engineer (Jr Class-I)
In pursuance to Works Department Resolution no. 5087 dtd 08.05.2013 and Notification no.11944 dt.31.10.2013 regarding restructuring of the cadre of Odisha Engineering Service and based upon the decision of the 46th Cabinet meeting held on 24.02.2014, 471 Assistant Engineers i.e. Assistant Engineers i)appointed through OPSC, ii)promoted from junior engineers iii)appointed on adhoc basis and regularised through Orissa Service of Engineers (Validation of Appointment)Act,2002 and iv)In service Junior Engineer degree holders promoted as adhoc Assistant Engineers whose services have been regularised pursuant to the order dtd 19.02.2014 of the Hon’ble Supreme Court of India in Civil Appeal no 8322 of 2009, are upgraded to the rank of Assistant Executive Engineers in the PB-3, Rs 15600-39100/- with grade pay of 5400/- with effect from 26.02.2014.

RSID consultant has submitted the draft Revised OPWD Manual for Works, as a deliverable under Code and Manual assignment of their contract .Comments are invited from all stake holders to enrich the draft OPWD Manual as per Chief Engineer (DPI& Roads) Letter No-10266, dtd.24.02.2014.

Port folio review meeting held at New Delhi
A port folio review meeting was conducted by the Department of Economic Affairs, Government of India on 30.01.2014 at New Delhi. The fiscal targets and achievements, status of preconstruction activity, Civil construction activities and Institutional strengthening activities for OSRP were discussed during the meeting. E.I.C cum Secretary, Odisha Works Department, Representatives of the World Bank, Chief Engineer (WBP) were present during the review.

World Bank Reviews progress of OSRP at New Delhi
World bank reviewed the progress vis a vis the status of preconstruction activities, the status of construction activities along the four road corridors and the status of Institutional strengthening components under OSRP at New Delhi on 29.01.2014. E.I.C cum Secretary, Odisha Works Department, Chief Engineer (WBP), Odisha were present alongside the representatives of the Consultants and Contractors under OSRP for the said meeting.
