Government of Orissa (GOO) initiated the Institutional Development Strategy Study with a vision to reform and enhances the policies, capacities and resources in planning and management of road and road transport effectively.
As an integral part of the new project, the GOO desired to develop and implement an integrated institutional strengthening action plan (ISAP) in a phased manner during the term of the new road improvement project. The present ISAP is developed on the findings and recommendations of the IDS made by M/s. SMEC. To ensure that the formulation of the ISAP benefits form the experience and insights of wide range of OWD Engineers, the GOO has constituted a “TASK FORCE” for preparing the draft of the ISAP for joint consideration of GOO and World Bank with the assistance of the Consultant facilitator.
The Institutional development priorities and strategies for Orissa Road sector are developed keeping in view of various external and internal drivers which are making the Road Sector to reform through out the world. The ISAP matrix is developed accordingly.
The processes of developing ISAP were completed in 4 phases:
Reviewing the SMEC ID Strategy and action recommendations, made in the year 2000, along with the Taskforce members to identify those which remain valid and those needs to be validated which are essential to the present concerns and needs of the Orissa's Road Sector
. Detailed discussions with the Taskforce Members in various meetings and also with the individual groups established by Engineer-in-Chief, to evolve ISAP
Consultations with the various road user groups in the stakeholders' workshop organized on 27.04.06 at Bhubaneshwar, in developing the ISAP.
Finally discussions with the higher level officials of Government of Orissa consisting of Commissioners and Senior Secretaries of the related departments in Government of Orissa.
The final ISAP is developed duly considering the Taskforce inputs, Stakeholders open ions and the views/suggestions expressed by the higher-level officials of GOO. This is appended at annexure-I. The ISAP action plan is finalized under 3 major components i.e. i) Sector Strategy, ii) Organisation and Management and iii) Human Resources Development and Capacity Building. In all 33 objectives and 44 key result areas (KRA) are identified which are required to make the road sector on par with the best road agency in the world. |
