Human Resource Development (HRD) Policy of Works Department, Odisha -2015 has been notified
The Resolution for the Human Resource Development (HRD) Policy of Works Department, Odisha -2015 has been notified vide no. WORKS-EAP-OSRP-0001-2015/4989 dated 29th April 2015, after obtaining approval by Government of Odisha. The Main Objectives of the HRD Policy are: 1) Making learning one of the fundamental values of the Staff in OWD,2) Making performance improvement an essential requirement in every sphere of work within OWD, 3) Ensuring value addition through HRD strategy to the overall business process, 4) Institutionalization of learning opportunities that supplement work experience, 5) Integration of organizational and individual development needs, 6) Enabling employees to keep abreast with the latest knowledge, skills and enable them to undertake current and future responsibilities in a more effective manner and 7) Providing linkages of training activities with overall HRM functions.

World Bank Mission visiting Odisha from 05.05.2015 to 14.05.2015
The World Bank Mission led by Mr.Rajesh Rohtagi (Mission Leader) TTL is currently on visit to Odisha from 05.05.2015 to 14.05.2015 for review of OSRP. The Team will visit P01A, P01B, P02 P03, P04A and P04B sites accompanied by Er. Om Prakash Patel, CE (WBP) along with other PMU members and review the progress of work and status of Mobilisation by the contractors and consultant. The team will also review the progress of works under packages P01A, P01B, P03 and LA, R&R issues of all packages with NGOs and PMU. Separate Meeting will be held with consultants separately for ISAP activities such as Road sector Institutional Development, Road Asset Management, IT-ICT-MIS etc. A workshop on IDS will be held on 12.05.2015 at Odisha Secretariat. Wrap up meeting with EIC-cum-Secretary, Works Department, Government of Odisha will be held on 13.05.2015 and with Chief Secretary/Additional Chief Secretary, Odisha on 14.05.2015.

World AIDS day observed in OSRP
A Signature campaign was organized by Nodal NGO CART,PMU in coordination with Project Management Unit (PMU), Odisha State Road Project (OSRP),World Bank Project(WBP) on the eve of World AIDS Day-2014 on dated 1st December 2014. The theme for World AIDS Day 2014 is “Focus, Partner, Achieve: An AIDS-free Generation.” as per UNAIDS. Engineer in Chief (Civil), Odisha , Chief Engineer, DPI & Roads and Chief Engineer, World Bank Projects, attended the campaign among other eminent engineers of the Works Department. The main objective of the program was to enhance awareness on HIV and mitigation of HIV / AIDS in order to make an AIDs free generation.

Meeting on “ROAD NETWORK MASTER PLANNING” held on 11th July ,2014
Works Department made a presentation on Road Network Master Planning on I lh July, 2014 before the Chief Secretary & Development Commissioner-cumACS in the 2nd Floor Conference Hall of the Secretariat Building, Odisha wherein Commissioner-cum-Secretary, Panchayati Raj & Rural Development Department also participated.

RDC, CD reviews progress in World Bank assisted Jagatpur- Chandbali road (P04A,B)
A meeting was taken by Sri Suresh Kumar Vashishth, Revenue Divisional Commissioner, Central Division, Odisha at Sadbhabana Hall, Cuttack at 4pm on 27.05.2014 to review the progress in civil work and preconstruction activities like land acquisition, shifting of public utilities, resettlement and rehabilitation of project affected people, reconstruction of common property resources, and tree cutting in Jagatpur- Chandbali road (P04A, B). Collectors, Cuttack and Kendrapara, LAOs, Executive Engineer R&B, PH and RWSS Divisions and other officers attended the meeting. From the project, Chief Engineer, (World Bank Projects), Superintending Engineer (NABARD), DFO, SDA and OSD (LA), REs (LASA) and contractors representatives also attended. The implementation of preconstruction activities (LA, RR, US, Tree cutting etc.) was reviewed in detail, decisions taken and target dates fixed to expedite handing over the encumbrances-free site to the contractors for road construction. Constraints in construction like sand, aggregate and linked environmental clearances were also discussed.

16th SLEC meeting held on 14.05.2014
The 16th SLEC meeting was held under Chairmanship of Chief Secretary, Odisha on 14.05.2014. The SLEC discussed on ISAP(RSID) issues i.e. (1) Draft Road sector policy, (2) Drafts Roads safety action plan, (3) Draft HRD policy and TNA based training in Works Department and LA and R&R issues in Implementation of Resettlement and Rehabilitation in Jagatpur- Chandbali roiad (P04A, P04B) . World bank Interim Support mission visits OSRP from 17th February, 2014 to 21st February, 2014.
The World Bank Interim support mission comprising of Mr. Rajesh Rohatgi, Task Team Leader, and Mr Earnst Hunnings, Institutional Development Specialist, World Bank visited the state from 17th February, 2014 to 21st February, 2014. The team discussed on the various components of the Institutional Strengthening with RSID, IT-ICT and Asset Management consultants, PMU and Chief Engineer (DPI & Roads). During the visit review of progress of works in all the packages were taken by EIC-cum-Secretary, works Department with the Contractors and Consultants.

RSID stake holder’s work shop conducted in 19th February, 2014
Stake holder’s workshop on “Development of Road sector policy, road fund and road safety action plan” was conducted by Road sector Institutional Development consultant of OSRP on 19.02.2014. The workshop was attended by Secretaries and heads of the departments of Government of Odisha, Mr Rajesh Rohatgi, Task Team Leader, The World Bank, Mr Ernst Hunnings, Institutional Development Consultant, The World Bank, Mr Krishnan Srinivasan, Governance Specialist, The World Bank, representatives of various NGOs working in different fields of Road Safety, representatives of PMU and Works Department etc.
